Ofc it's true that the best dribblers (or at least 'dribbler' in the sense of 'dribbling past players') tend to not be very tall. I would be surprised if most analysts hadn't noticed that because it's quite obvious that things like acceleration, agility and balance/low centre of gravity are all the most important physical aspects in dribbling past a player, and shorter legs generally also can go through their full range of motion quicker than long legs, which can help a lot with 'quick feet' elements of dribbling. Of course you need technique as well, it's just that having various physical attributes puts you at, essentially, a higher 'potential' for your ability to dribble/complete take-ons, so you would expect 'shorter' players to dominate over a large sample size. But yes it's incredibly impressive what Cristiano can do at his height.
