Luton seem to be building for the future in stead of going all out on keeping their spot in the league, which is commendable.
I think they'll have some problem attracting top talent, and keeping the wage bill down. So the squad will most likely be a little more low-key than is usual for a newly promoted side.
I think mostly they'll focus on signing players in the 25-30 age range from the english league system. Lee Nicholls is a very good keeper and deserves a shot in the PL. Doughty and Lockyer are good and for the league in my eyes. Drameh and Osho are good, but would probably benefit from competition for starting spots. Jack Hendry seem to be a little out of favor at Club Brugge, but has been pretty good for Scotland. Who deploys a similar system to what we'll probably see Luton do. The midfields role will just be to run the distance, physically fit players are important. I really enjoyed Nakamba's performances at the end of last season. Campbell, Mpanzu Hourihane, Martinez, Clark will probably be rotated until they find the best combination. I also wanted a younger, more creative player in the mix and opted for loaning in Aaron Ramsey from Aston Villa. Carlton Morris will be good enough this season but Adebayo will probably need a replacement, or at least a challenger. Akpom would be a dream for Luton. I'm not sure how realistic he is, but I went for him anyway.
A couple of other players considered were; Jason Knight and Eiran Cashin from Derby. Lee Evans from Ipswich. They've been linked with André Ayew, but I don't think that would be a very good signing. They've also been linked with Kiernan Dewsbury-Hall and James Justin from Leicester. KDH I think will be too expensive, and JJ is a liability with his injury record. On top of the fact that they're both part of LFC's long term plans. Ryan Manning has been mentioned, but I think he could do better than Luton(Everton or West Ham f.ex). 18-year old Samuel Ntanda from Sampdoria is listed as rumoured on the Transfermarkt page, but I have never heard of him let alone seen him play. And his not on FIFA.
And lastly I'll just list of some more players 'cause why not: Callum Hudson-Odoi(loan), Joe Aribo, Lewis O'Brien, Oliver Norwood, Chima Okoroji, John Tolkin, Christian Burgess, Matt Doherty and Caoimhin Kelleher, Artem Dovbyk, Victor Boniface and Eddie Nketiah.
Also they should really, really sign Michael Cooper from Plymouth.
